Quantity surveying services that achieve results

Client need

MMB is one of several contractors responsible for delivering Yorkshire Water’s AMP6 capital investment program. During AMP6 MMB was contracted to deliver over 180 projects, 80 of which were not completed, with commercial completion and final payment certification not yet achieved.

The contracts were a mix of NEC3 ECC Option A, D, and C, with approximately 40 of the contracts being NEC3 ECC Option D. The latter required completion of a remeasure of the final bill of quantities. For these reasons, MMB engaged CappKind’s quantity surveying services to drive close-out of the open contracts. Necessarily, this required identifying outstanding contractual actions such as certification of Completion, Defects certification, and assessing open compensation events.

CappKind provided quantity surveying services to MMB with responsibilities including:

  • Conducting a contractual status assessment to identify remaining and open contractual activities required (e.g. completion, defects certification, and implementation of compensation events).
  • Developing a commercial implementation plan to prioritise and plan to drive projects to ultimate close-out.
  • Remeasuring against the bill of quantities.
  • Assessing Defined Cost and Disallowed Cost.
  • Negotiating and resolving any disagreements and disputed items.
  • Assessing open compensation event to achieve agreement, acceptance and implementation.
  • Consulting with internal and end client stakeholders, such as the MMB commercial director and delegated client commercial representative of the Project Manager.
  • Tracking and reporting progress.
Achieving commercial agreement and cost certainty

The impact

CappKind’s quantity surveying services helped MMB to progress the projects to closure. This required that all outstanding activities be identified and progressed, enabling the closeout of the programme of projects. This protected our client’s position by ensuring all activities were accurately remeasured, and the final commercial position was certain.
