Cork Airport: International Airport in the South of Ireland with a 2km runway and NEC4-based rehabilitation program

Client need

Cork Airport is an international airport that is part of the well-known Dublin Airport Authority (daa) group. One of the most distinguishing features of Cork Airport is Runway 16/34, which is 2km long but was nearing the end of its asset life. To address this issue, daa initiated a runway rehabilitation programme that required the procurement of an NEC4-based framework agreement and ECC Option A contract. For this reason, the expert team at CappKind was commissioned to provide specialist support and advice on procurement, tendering, and contract preparation.

Providing expertise in NEC4 contracting and tender documentation

CappKind solution

CappKind provided NEC4 expertise in management and creation of tender documentation for the runway rehabilitation programme, advising on contracting options and ultimately procuring the project under the NEC4 ECC Option A contract.

Furthermore, responsibilities included coordinating input from multi disciplinary stakeholders, drafting and compiling documents including:

  • Invitation to Tender,
  • Framework Agreement,
  • ECC Contract Data Part 1 & 2.
  • Additional conditions of contract,
  • Pricing documentation and evaluation criteria, and
  • Client branded templates.

CappKind implemented a tender execution and tracking plan which facilitated the timely finalisation of all necessary documentation. Carried out during the pandemic lockdown, CappKind successfully managed activities remotely.

The impact

It is important when using NEC4 that the contract is drafted using the contracts language and is as robust as possible so that the risk of issues post contract is reduced.

The client was relatively new to the use of NEC4, therefore CappKind drafted NEC4 documentation that follows NEC4 best practice.

Additionally, we examined, provided advice, and made changes to client-provided content and aligned this to the requirements of the amended framework contract, NEC4 contract and associated documents.

CappKind’s action-orientated methodology and specialist knowledge of NEC4 in a bespoke environment resulted in a professional suite of tender documentation to the client’s high satisfaction. Additionally, CappKind identified areas for added value activities such as creating a tailored suite of branded templates for the client and additional conditions of contract, leaving a legacy to improve the client’s procurement activities in the long run.
